The word “safe” signifies varying degrees of seriousness depending on the context it is used in. So, I’m gonna try my best to understand what you mean by safe, and try my best to answer.

First, a little about IMO. It is a product of a privately-held company, Pagebytes Incorporation, based in Palo Alto, California. It has apps for Android, iOS and PC. The app itself has more than a (whopping) hundred million downloads on the Google Play Store.

Now, the answer to your question.
If by ‘safe’, you mean “Does it have CIA or Mossad level security features?”, No!
If by ‘safe’, you mean “Will it keep me safe if I use it while driving?”. I want to say yes, but No!.
If by ‘safe’, you mean “Will it share my personal data with other companies?”. The answer is, sadly, YES. But if it’s any consolation, so do Google, Facebook, Twitter, and countless other “free” social media platforms. That’s how they earn their ‘living’.
If by ‘safe’, you mean “Does it encrypt the data we send and receive?”. This should concern you the most and the answer is NO!. I read through the entire policy page of IMO, and nowhere did I find a claim of encryption of any kind. Skype and Google Hangouts have explicitly stated that they use encryption. Even WhatsApp uses end-to-end encryption.

So, because of the fact that it doesn’t use encryption, I’ll be wary of using IMO. Instead, I consider it safer to use something more reliable like Skype or Google Hangouts.

Well, there are already various technical answers that you've got for this simple question, still I'd like to answer this one in a layman's language. No. It's not safe. I mean, of course it's not that you're video chatting with someone and the server side or the company is sitting and checking you out, but there's no mention of any sort of encryption for IMO, anywhere. Encryption is like, when you're chatting with someone, your data will be locked while going to the person you're chatting to, and the key to that lock will only be with that person. Various apps like WhatsApp uses end to end encryption, or even Google Hangouts, but there's no such safety feature in IMO. So for normal usage, there won't be any harm as such, but for important or private purpose, I'd suggest Skype or WhatsApp video call or Google hangout.
